Born January 13, 1962, Ghapan.
In 1983 graduated from Yerevan Polytechnic Institute after K. Marx, in 1989 - Union Institute of Light Industry.
In 1977-1977 worked as worker in Ghapan workshop number 1 of "HayArShin" repairs plant, Armenian SSR Ministry of Trade.
In 1983-1991 worked in Ghapan Knitting Plant as master, brigadier, workshop chief, deputy general director.
In 1991-1992 was the First Deputy Chairman of the Ghapan City Council Executive Committee.
In 1993-1997 was the Director of "Elektron" Plant of Kapan.
In 1997-1998 was Director of "Syunik Marz Electricity Network" SCJSC, RA Ministry of Energy.
In 1998-2000 was Executive Director of "Southern Electricity Network" SCJSC, RA Ministry of Energy.
In 2000-2001 was the Deputy Minister of Energy of the RA.
July-December 2001 was the Deputy Chairman of State Water Inspectorate Committee under the RA Government.
Since 2001 has been the Minister of Energy of the RA.
Member of the Republican Party of Armenia.
On 17 December 2005 (9-th congress of RPA) was elected a member of RPA board.
Married, two children.
