Born on September 29, 1970 in Yerevan.
Mr. Pourtoyan graduated from the Yerevan State Institute of Physical Education in 1993. He is a teacher of physical education and Master of International Sport. From 1987-1989 he was the champion of Free Style Wrestling in the USSR Youth, World and European Championships.
In 1988 he served in the Soviet Army. From 1994-1997 he was the deputy director of Araks Cooperative Firm in Yerevan and from 1997-2003 he was its Director.
On May 25, 2003 he was elected to the NA from the proportional list of the Republican Party of Armenia and he is currently on the NA Standing Committee on Social, Health Care and Environmental Protection Affairs. He is a member of RPA Faction.
Since 11 March 2003 is a member of Republican Party of Armenia.
Married and has one child.
