Born in 1953 in Yerevan.
In 1970-1971 worked in the Yerevan State Medical Institute as a delivery man, in 1971-1972 – as a worker at the Yerevan Knitting Factory.
In 1978 graduated from the therapeutics faculty of the Yerevan State Medical University.
In 1978-1979 passed internship at the Malatia-Sebastia clinical and Hoktemberyan’s regional central hospitals.
In 1979-1984 worked as a head physician at the local hospital Yervandashat village of Hoktemberyan district.
In 1984-1985 worked as a deputy of the head physician in the area of therapeutics at No. 19 polyclinic.
In 1985-1986 worked as a physician-inspector in the Healthcare Department of the Yerevan executive committee.
In 1986-1992 worked as a senior adviser at the Division of Healthcare and Social Security of the SSRA Council of Ministers, later – as a senior specialist, later – as an acting Head of Division.
In 1992-1997 worked as a first Deputy Minister of Healthcare.
Since 2002 is a director of the National Healthcare Institute, the Chairman of the scientific council, the head of the Healthcare policy and legislation department.
In 1992-1994 actively participated in the battles for the protection of RA frontiers.
In 1982 entered the post-graduate study at the Moscow Oncological Scientific-Research Institute after Hertsen, and 1987, accomplished a candidate thesis, obtaining a academic degree of candidate of science in medicine.
Author of more than 50 scientific articles and one monograph. In 2000 was elected a real member of the Russian Academy of Natural Sciences. Has many awards.
Since 1998 is a member of Republican Party of Armenia.
In 2001 was elected a Chairman of the Board of the Kentron’s Regional Organisation of the RPA.
In 2005, December 17th (9th convocation of the RPA) was elected a member of the board of the RPA.
Married, has three children.
