Born on 14 May 1946 in the Saler village of the Shamkhor region of the Azerbaijan SSR.
In 1968 graduated form the Yerevan Politechnical Institute. In 1987-1988 studied at the Management Institute of the Moscow Academy of National Economy. In 1991 accomplished a candidate thesis, obtaining a academic degree of candidate of science in Economics.
In 1962-1963 worked in the Yerevan trust "Basemetalsconstruct". In 1963-1964 was a rigger in the plant "Razdanconstruct", in 1966-1974 – engineer, chief of the zone of the constuctional administration "Warmconstrict".
In 1974-1977 was the chief of the production department of the Hrazdan mining industrial complex.
In 1977-1983 was the chief of the constructional administration of the manufacturing assosiation "Armgold".
In 1983-1992 was the manager of the trust "Armgasconstruct" of the State committee of gasification.
In 1992-1993 was the deputy minister of Energy of RA.
In 1994-1997 was the Head of the manufacturing constructional company in Moscow.
In 1997-1998 was the General Director of the SE "Armtransgas".
In 1998-2000 was the Minister of Transport of RA.
In 2000-2001 was appoined deputy minister of the State Revenues, then was overappointed the Minister of Transport and Communication of RA.
In 2001-2002 was the Minister of the State Revenues of RA, in 2002-2003 was the Head of the Tax Office.
Since 2003 is the mayor of Yerevan.
Since 2006 is a member of the Republican Party of Armenia.
On 22 June 2006 was elected a member of RPA board.
Married, has three children.
