Born January 24, 1958, Mekhchyan village of the Ararat marz.
In1984 graduated from Yerevan Automobile Road Vocational College, in 1990 - Yerevan Institute of National Economy.
In 1977-1979 served in the Soviet Army.
In 1990-1991 worked in Burastan Cognac Factory as Division Head.
In 1991-1995 was Director of Artashat Wine-Cognac Factory.
In 1995-1999 was Member of the First Convent of the RA National Assembly first convocation.
In 1995-1996 was Chairman of the Artashat City Council Executive Committee.
In 1996-1998 was Mayor of Artashat.
In 1998-2000 was Marzpet (Governor) of Ararat.
In 2000-2001 was Minister of Regional Administration and Urban Development Coordination of the RA.
In 2001-2002 Minister of Regional Administration of the RA.
Since February 2002 has been the Minister of Regional Administration and Infrastructure Coordination of the RA.
Member of the Republican Party of Armenia.
On 17 December 2005 (9-th congress of RPA) was elected a member of RPA board.
Married, three children.
