Born March 5, 1949, Yerevan.
In 1973 graduated from Yerevan State University.
In 1977-1987 Yerevan "Nairit" scientific-industrial union as Senior legal counsel.
In 1987-1991 worked at State Arbitrage of the RA as state arbiter, member of board.
In 1991-2000 was head of Legal Department in the Staff of the RA Government, Deputy Minister of Justice of the RA.
Since November 2000 has been the Minister, Chief of Staff of the RA Government.
Awarded "Mkhitar Gosh" and "Garegin Njdeh" medals.
Member of the Republican Party of Armenia.
On 17 December 2005 (9-th congress of RPA) was elected a member of RPA board.
Married, two children.
