Born May 24, 1959 in Vosketap village, Ararat district.
In 1976-1981 studied and graduated from Yerevan State University.
In 1981-1984 worked at the school of Vosketap village, Ararat district, as a teacher.
In 1984-1985 he was an instructor at the organizational department of Young Communist League of Ararat district.
In 1985-1987 he served in the Soviet Army.
In 1987-1988 he was in charge of organizational work at the school of Ararat village, Ararat district.
In 1988-1993 he was the principal at Yeghegnavan school, Ararat district.
In 1992-1995 a member of standing commission of the RA Supreme Soviet for local self-government.
In 1995-1998 a member of the standing commission of RA National Assembly for state and law issues.
In 1998-1999, chairman of the standing commission of RA National Assembly for defence, national security and internal affairs.
From June 1999 to June 2003, he was RA Minister of social security.
On May 25, 2003, he was elected to the NA from the proportional party ticket of the RPA, a member of the parliamentary commission for foreign affairs. He is a member of the Republican Party of Armenia Faction.
Since 31 August 1998, has been a member of the Republican Party of Armenia.
On 30 January 1999(5-th congress of RPA), on 9 June 2001(6-th congress of RPA), on 12 July 2003 (8-th congress of RPA), on 17 December 2005 (9-th congress of RPA) was elected a member of RPA board.
Married, four children.
