The “Armenia: structural development of e-government” program kicked off in Armenia, the presentation of which was attended by Chief of Government Staff David Sargsyan, Head of EU Delegation, Ambassador Traian Hristea and program coordinator Ivar Tallo.

The program seeks to introduce electronic tools implementation programs, promote the civil registry digitalization process, as well as to provide the citizens with new ways of communication with decision-makers.

David Sargsyan said that 7 new e-government systems will be introduced in Armenia in 2012-2014, including DIGITAL archives, e-mail for each citizen of the Republic of Armenia, a civil registry electronic system (CRES), online statistical reports, electronic health system, an electronic system for issuing building permits and the e-consulate.

“This key project seeks to implement public administration efficiency-aimed reforms. For instance, transactions between the civil registry and the population’s public registry will take a few seconds to complete. Passport renewal for overseas citizens and paperwork in the consulates will last less than a quarter of an hour while it formerly used to take days and weeks,” the Chief of Government Staff said.

David Sargsyan advised that 12 thousand identification cards have already been introduced in Armenia, thanks to which the citizens will have electronic signatures allowing them online access to electronic services. An identification card contains medical record-associated data which will facilitate the settlement of state-funded insurance payments and the financing of State orders.

Speaking on the impact e-government-oriented reforms implemented in 2008-2012, David Sargsyan said that 15 e-government systems had been introduced in a number of fields, including electronic signature, electronic document circulation systems, the Taxpayer-3 system, electronic registry for registering businesses, e-auctions, e-police, e-cadastre, electronic payments, online budgeting, electronic licensing, online government applications, the DataLex and Arlis systems, online reporting to tax authorities, electronic photo galleries and identification cards.

40 State agencies are circulating electronic documents in inter-departmental and internal communication. 10 thousand civil servants are making everyday use of the system of e-governance.

90% of the documents is processed by computers, with over 65% circulated electronically. Less than a minute is needed to send documents to Armenia’s most remote regions. Annually 10 thousand Armenians apply to public agencies online and some 20 000 citizens can trace down their applications online.

10% of legal persons are registered online through the one-stop-shop registration system. 65% of limited liability companies are registered within less than half an hour. 85 percent of self-employed businesses are registered within 10 minute’s time. Corporate data is available online.

59 types of tax reporting forms are circulated electronically as part of the government’s anti-corruption policy.

15,675 taxpayers have filed electronic reports and 263,656 e-reports have been submitted to tax authorities in 2012 alone. Using the system of interactive budgeting, citizens can follow the receipts and expenditures online. A system of electronic payments was launched earlier this year enabling the online settlement of treasury contributions.
