NA Extraordinary Session is Convened

 By the decision of the RA NA Speaker Galust Sahakyan, in accordance of the Article 70 of the RA Constitution, at the initiative of the RA Government, an NA extraordinary session of the RA National Assembly was convened on December 14 by the initiator’s established order.

The deputies by voting approved the NA draft decision on the special procedure of holding the extraordinary session convened on December 14, 2015, by which it was proposed to convene four sittings with one and a half hours duration at 11:00 every day of the extraordinary session, defining half an hour the duration of the break.

The deputies by voting also approved the NA draft decision on debating a number of laws in the second reading after the first reading within 24 hours.

Afterwards the parliament by voting passed a number of legislative initiatives debated in the previous four-day sittings and ratified international treaties.

The draft law “On Approving the Three-Year Programme of the State Statistical Works of the Republic of Armenia for 2016-2018” was debated in the second reading. The key speaker, the Head of the RA National Statistical Service Stepan Mnatsakanyan informed that proposals were not received from the deputies from the first to the second reading.

The RA First Deputy Minister of Economy Garegin Melkonyan submitted for the deputies’ debate the draft law “On Amending the RA Law on Value Added Tax.”

The Deputy Chairman of the NA Standing Committee on Economic Affairs Mikayel Melkumyan presented the endorsement of the Committee.

The deputies Mikayel Melkumyan, Hovhannes Margaryan, Gurgen Arsenyan, Mher Shahgeldyan, Heghine Bisharyan, Artsvik Minasyan presented their viewpoints on the issue.

In her speech Zaruhi Postanjyzan touched upon Armenia’s membership to the EEC, and to its negative consequences on the economy. She also criticized the economic policy pursued by the authorities.

In his final speech the key speaker Garegin Melkonyan referred to the deputies’ interpellations and gave clarifications.

The Director of the National Centre for Legislative Regulation Armen Yeghiazaryan submitted for debate in the first reading the draft law “On Recognizing Invalid the RA Law on Compulsory Stamping of Magnetic, Optical, Digital and Any Type of Electronic Carriers Through Control Signs /Stamp labels/”.

Afterwards the parliament in the first reading debated the draft law “On Amending the RA Law on State Pensions,” which presented Armen Yeghiazaryan.

The Chairman of the NA Standing Committee on Social Affairs Hakob Hakobyan has informed that the Committee gave endorsement and presented the recommendations voiced in the Committee during the debates.

The RA Minister of Urban Development Narek Sargsyan in the first reading procedure submitted for debate the legislative package “On Amending the RA Law on Urban Development” and “On Amending
the RA Law on Local Self-Government.”


The deputies in the second reading and completely debated the bill “On Amending the RA Law on Licensing.”

The deputies in the first reading debated the bill “On Amending the RA Law on Treatment of the Arrestees and the Detainees,” which presented the RA Deputy Minister of Justice Arman Tatoyan.

The parliament will continued the work of the extraordinary session on December 15.
